No, I think it's more to do with the games themselves. There are lots of factors that go into making a good RTS, good game design, implementation of good gameplay, etc.
I think it's also to do with the media's perception of RTS games. Starcraft 2 has been the biggest RTS game to come along since the genre's birth in 1990. Even if the other RTS games were as good, Starcraft 2 would still be the biggest RTS game of all time. The media already have a fixation on Starcraft 2, so the other RTS games are likely to remain marginalized in the media.
The only other RTS games that we know of are Command and Conquer: Tiberian Sun (now that's a pretty damn good RTS) and Dune 2000, but I'm not entirely sure about the status of those games.
Sadly, one of the big offenders is the Warcraft series. Warcraft 2 had a huge RTS element, but all of the Warcraft RTSs (Tribes, Ramparts, as well as various campaigns and such) were like a bunch of second-rate League of Legends fads.
Considering how popular the original Warcraft 2 is, I'm not surprised to see Warcraft 3 not quite being successful.
The first part was decent, but the second was atrocious. Realizing the mistake, they tried to make the second installment more of a real-time strategy game, but it was really just a new campaign with the same interface.
